Meet the People Session (MPS)

Mr Low Thia Khiang, the MP for Hougang, stays in close touch with his residents by conducting weekly MPS every Wednesday evening (except public holidays) at the void deck of Block 310 Hougang Ave 5 from 8.00 pm to 10.00 pm.

Hougang Constituency Education Trust

The Hougang Constituency Education Trust is another establishment under the auspices of Mr Low. The Trust grants financial assistance through the award of bursaries to needy students living in Hougang constituency.

When Mr Low was elected MP for Hougang in the 1991 General Elections, the only bursary available in the constituency was provided by the Citizens' Consultative Committee (CCC) under the Hougang Community Centre. Advisors of such "community" organisations have always been either a PAP MP or in Workers' Party's wards, a prospective candidate of the PAP at a next national election.

In August 1992, Mr Low initiated the formation of the Trust with the support and help from five concerned Hougang residents, namely Mr Ng Thee Lim (deceased), Mr Lim Leck Theng (deceased), Mr Toh Guan Chua, Mr Ang Kim Soon (deceased) and Mr Phoon Song Ngh (deceased). The Trust worked vigorously to raise funds through the auctioning of plaques at the Chinese Seventh Month commemoration festivities and temple functions.

Since then, the Trust has seen yearly awards of some 80 bursaries for needy students from Primary to Tertiary levels. The awards are usually presented by the MP at the Christmas Children's Party function held annually in December by the HGCC.

Mr Low is the Chairman of the Hougang Town Council since 1991.

Under his chairmanship, the Town Council has initiated numerous improvement programmes to improve and provide a pleasant living environment in Hougang. The present Town Council office, located at Block 701 Hougang Avenue 2 #01-01 Singapore 530701, was officially opened on 12 January 1992.

Brief History

The Hougang Town Council was formed on 5 July 1990 under the Town Councils Act 1988, and it was first located at Block 810 Hougang Central.

The building of the present Town Council office was personally supervised by Mr Low instead of the HDB. On 31 December 1991, soon after Mr Low's election as MP, the office at Block 810 was served a termination notice that would expire on 1 January 1992. At the same time, HDB advised it was unable to complete the new office by then for its administration to move in. Mr Low then undertook the task of building the office, completed in a record of 45 days and handed it over to the HDB, which then rented it back to the Town Council.
