Hougang Constituency Committee (HGCC) is the grassrooots entity of The Workers' Party of Singapore in the Hougang single member constituency (SMC), set up to serve residents of Hougang by organising various activities to facilitate them to mingle and enhance the spirit of togetherness as well as for the Member of Parliament (MP) for Hougang, Mr Low Thia Khiang, to be closer to people.
HGCC was formed in 1991 by Mr Low, who is also Secretary-general of Workers' Party, upon being elected in the Hougang seat at the General Election on 31 August 1991. This successful election by Mr Low (then WP Organising Secretary) at 36 years marked the Party's second
inroad into the Singapore Parliament since Anson in 1981. As the MP for Hougang, Mr Low sits as the Chairman of HGCC.
Today, under Mr Low's leadership and supported by a group of grassroots activists who are a mix of WP members and Hougang residents, HGCC continues to fly the flag of Workers' Party's presence in Hougang. The HGCC banner has become a familiar sight at notice boards under the 95 blocks of residential flats within the SMC.
